Brief Introduction

Garowe is the capital city of Puntland State of Somalia. Its local administration comprises of the Mayor, Deputy Mayor, Local Council, Executive Secretary (appointed by the Ministry of Interior) and departments. The Mayor Ahmed Said Muse (Ahmed Barre) was elected by city councilors on August 29, 2018. The Local Council is elected by clan elders, and performs the mandated constitutional authorities, duties, and responsibilities as per Law No.7 of 18th September 2003. Administratively, the district has a local council comprising of 27 members and headed by a mayor. 5 of the 27 local council members elected in 2015 were female local councilors. The district has executive committee of 9 councilors who hold regular weekly meetings. The district has adopted a new harmonized organizational structure issued by the Puntland Ministry of Interior, Federal Affairs and Democratization.

1. The Government of Somaliahas receivedfinancing from the World Bank toward the cost of the Somalia Urban Resilience Project Phase II (SURP II), and intends to apply part of the proceeds toward payments under the contract for Construction of Garowe Municipality Roads – Package 2 ((Gambol road 1.22Km and 145m Togga Garowe bridge). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

• The Garowe Municipality now invites sealed Bids from eligible Bidders for the Construction of 1.22km road single carriage road (with 7m wide carriageway, road-side drains, and 1.5 – 2.0 m wide sidewalks) and construction of 145m Garowe river bridge (reinforced concrete T-Girder beam) in the City of Garowe. The scope of works includes: –

1. Core drilling at abutments location and pier locations.
2. Substructure works for the bridge (foundations, abutments and piers)
3. Bridge bearings
4. Superstructure works (reinforced concrete T-girders, slab, safety barriers)
5. River training works.
6. Site clearance and topsoil stripping (approx. 0.6Ha)
7. Earthworks (approx. 6,698.59 m³)
8. Natural Gravel (stabilized with cement), sub-base (225mm) approx. 2,640m³
9. Graded Crushed stone for base (150mm), approx. 1,550m³,
10. Asphalt concrete surfacing (50 mm), approx. 580m³
11. Pedestrian walkway and central reserve with concrete paving blocks approx. width 1,330m²
12. Road Furniture
13. Construction of a storm water drainage system comprising Box ‘U’ drain (approx. length 1.22 km).
14. Provision of road safety campaigns and related training for prospective road users
15. Implementation of onsite and offsite environmental and social safeguards management plans.

The construction period will be Fifteen (15) months and a Defects Liability Period of Twelve (12) months.

• 3.      Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1st 2016 revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulation.

• 5.      The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred US Dollars Only (USD 100). The method of payment will be direct deposit in the following Dahabshiil account#: GRWD000850 with the description of “Cost of bidding documents for SURPII Roads.” Once the payment is received, the document will either be sent by email (PDF version) COURIER at the cost of the bidder or PICKED-UP at the PIU Office, Municipality of Garowe.

• A Pre-bid meeting shall be conducted by the Employer on November 3^rd 2021at 10.00 HRS Mogadishu Time at PIU office, Garowe, Somalia.

• Bids must be delivered to the address below on or before November 23^rd 2021 at   10.00HRS Somalia local Time at PIU office, Garowe, Somalia. Electronic Bidding will be permitted. Late Bids will be rejected.

• Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on November 23rd 2021 at 10.00 HRS Mogadishu Time.   

• All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.
